| On May 27, 2010, the enlarged Session of the Consulting Council on Interaction between Russian Business Councils and Foreign Countries took place in the Chamber of Commerce and Industry of the Russian Federation. Mr. Sergey Tishkin, the Chairman of the Subcommittee on Foreign Investment of the CCI of the RF, made a speech on the topic: “Improvement of the Investment Climate in Russia”. The problems in the field of foreign investment attraction into the Russian economy and the ways of investment climate improvement were discussed. It was fairly noticed that over the recent years Russia has joined the ranks of the most investment-attractive countries and strengthened its positions. In addition to that Mr. Tishkin brought forward several proposals to improve investment attractiveness of Russia. They are as follows: 1. Creation of a specialized structure like Agency or Centre on attraction and further support of Foreign Investments. It may be created in the form of the private-state partnership. The Centre is planned to participate directly in foreign investment attraction into the Russian economy as well as to assist in problem-solving at the stage of projects implementation. 2. Creation of a “united window” as an effective tool for investment attraction. For this purpose, a united mechanism to pass all the procedures should be adopted specially for the investors, i.e. smooth coordination at the federal, republic and municipal levels. 3. Creation and maintenance of an updated database to inform investors on the possibilities and conditions of investment process and on investment climate changes both at federal and regional levels. The database is to be implemented in several foreign languages. 4. Creation of an updated database of the investment projects classified by sectors and regions and its constant updating. 5. Issue of a special investment revue on a monthly or quarterly basis in order to establish and maintain constant positive media and expert interest in the situation of the Russian economy, as well as to promote real successful examples of the investment activity. |
